Twitter is a social networking site that allows people to make exclamations of 140 characters or less, much like the status feature on Facebook. This is its sole feature. Like any social networking site, a user may or may not have friends in real life. There is no guarantee that anybody will read your "tweets". Twitter is being successfully taken over by spambots.
A person who uses Twitter is called a Twit. You can call him/her a Tweep if you want to be affectionate but everyone sees right through your ploy.
